Health & Safety Test

All JIB UK-PHMES CSCS card applicants must meet the JIB’s Health & Safety requirements. The card will only be issued on the basis that you have passed the CITB Health, Safety Environment Test in the Construction Industry.

This can be achieved in one of three ways:

  1. Pass the relevant CITB Health, Safety & Environment Specialist Test for the card you are applying for. Please note the following:

    Plumbers, Heating Fitters, Mechanical Pipe Fitters, NVQ Trainees/Apprentices, Plumbing Related Gas, Gas Engineers & Fitters Specialist JIB Plumbing Test
    Plumbing Related Occupations (not gas), Site Visitors and Labourers Operatives Test
    Managers Manager & Professionals Test
    Supervisors Supervisor Test


  2. NVQ/SVQ Exemption

    If you have achieved a full NVQ/SVQ qualification at level 2 or 3 within the last 2 years you can apply for a card without taking a separate health & safety test.
    NOTE: the exemption will be for a maximum of 2 years from the date on your qualification therefore, depending on this date, it may be more cost-effective to pass a test to obtain a 5-year expiry date

  1. Additional Exemptions

The following are additional health & safety exemptions we can accept depending on the card that you are applying for:

  • Client Contractors National Safety Group (CCNSG) Passport to Safety
  • IOSH Working Safely – Construction Related – valid for 3 years from the pass date
  • National Examination Board in Occupational Health & Safety (NEBOSH) NOTE: Please be reminded that this exemption lasts for a maximum of 5 years from the date the certificate was obtained unless evidence of appropriate refresher training/assessment can be provided at the time of application
  • FAS Safepass

Important Note: Two Year Rule

The test results alone are valid for two years if you do not apply for your JIB UK-PHMES CSCS registration card. However, if you do apply for your card within the 2-year period your card will be valid for 5 years from the test date.
